Thank you for your email of 17 July 2023, requesting information from Ordnance Survey in accordance with the Freedom of Information Act (FOIA) 2000, as set out in the extract below:

“organisation’s Mobile Phones contract.

You may have received the same request in the past and this information sent has now expired and I require an update as soon as possible for the following information:

If there is more than one provider, please split all the information including the annual average spend, number of connections, duration, contract dates and internal contact details.

  1. Network Provider(s) - Please provide me with the network provider name e.g., EE, Telefonica, Vodafone, Three
  2. Annual Average Spend for each Network Provider - Can you please provide me with the average annual spend over the last 3 years. If this is a new contract, can you please provide the estimated annual spend.
  3. Number of Connections- Number of connections for each network provider. (Number of voices only devices, voice and data devices, data only devices) please provide me with the breakdown and not the overall total.
  4. Duration of the contract- please state if the contract also includes contract extensions for each provider.
  5. Contract Start Date- please can you provide me with the start date of the signed agreement. Please do not provide me with the framework contract date. I require the contract dates of the signed agreement. (if there are multiple start dates, could you please provide me with the earliest date for each provider)
  6. Contract Expiry Date- please can you provide me with the expiry date of the signed agreement. Please do not provide me with the framework contract date. I require the contract dates of the signed agreement. If the contract is rolling, please state.
  7. Contract Review Date- Please can you provide me with a date when the organisation plans to review this contract.
  8. The person in the organisation responsible for this particular contract. Can you send me the full contact details Contact Name, Job Title, Contact Number and direct email address for each network provider? If full contact details cannot be provided, please send me their actual job title.
  9. If the mobile phone contract is provided by a managed contract, please provide me with the actual name of the network provider along with the number of connections and the internal contact from within the organisation responsible for this contract.

Please can you provide me with the latest information- If the organisations are currently out to tender, please can you also state the approx. date of the award along with the information above.

Also, if the contract in the response has expired/rolling please can you provide me with further information if available of the organisation's plans going forward with regards to mobiles and the contract status?

If this contract was awarded within the past three months, can you please provide me with a shortlist of suppliers that bid on the contract?”

I confirm that Ordnance Survey does hold some of the information you have requested. A copy of the information, which can be disclosed, is set out in the table below, where the information is not held this is stated:

Voice Only - Vodafone = 251 and Orange/EE = 24

Voice & Data - Vodafone = 671 and Orange/EE = 0

Data Only - Vodafone = 315 and Orange/EE = 139

4. Duration of the contract- please state if the contract also includes contract extensions for each provider. 

Vodafone: contract expired in 2022, we are now on a monthly rolling agreement.

 EE: No long term contract in place, currently on a rolling monthly agreement.

5. Contract Start Date- please can you provide me with the start date of the signed agreement. Please do not provide me with the framework contract date. I require the contract dates of the signed agreement. (if there are multiple start dates, could you please provide me with the earliest date for each provider) 

Vodafone: contract start date 1 February 2020, for an original term of 2 years with a 12-month extension, expired on 31 January 2023, now on a rolling monthly agreement.

EE: No signed contract (as detailed above), information not held as no long term contract in place currently on a rolling monthly contract.

 

6. Contract Expiry Date- please can you provide me with the expiry date of the signed agreement. Please do not provide me with the framework contract date. I require the contract dates of the signed agreement. If the contract is rolling, please state. 

Vodafone: see response to Q5 above.

EE: Information not held as there is no long term contract in place, currently on a rolling monthly agreement. 

7. Contract Review Date- Please can you provide me with a date when the organisation plans to review this contract.

Vodafone: We are currently finalising our requirements and specification, with plans to award via the RM3808 Network Services 2 CCS Framework to whichever provider meets our operational requirements and provides best value for money.

Also, if the contract in the response has expired/rolling please can you provide me with further information if available of the organisation's plans going forward with regards to mobiles and the contract status? 

Vodafone: We are currently finalising our requirements and specification, with plans to award via the RM3808 Network Services 2 CCS Framework to whichever provider meets our operational requirements and provides best value for money. The term of the contract shall be for 3 years. 

If this contract was awarded within the past three months, can you please provide me with a shortlist of suppliers that bid on the contract?

Section 40 (2) Personal Information

We hold full contact details requested above at question 8 but this information is exempt from disclosure under section 40(2) (personal information) of the FOI Act, as the information constitutes personal data which is not already in the public domain.    

 Section 40(2) provides that personal data is exempt information if one of the conditions set out in section 40(3) is satisfied. In our view, disclosure of this information would breach the data protection principles contained in the General Data Protection Regulations and Data Protection Act 2018.   

 In reaching this decision, we have particularly considered:   

  •   the reasonable expectations of the employees; given their positions, Ordnance Survey considered that none of the individuals would have a reasonable expectation that their personal data would be disclosed;   
  • the consequences of disclosure; and   
  • any legitimate public interest in disclosure.   

Section 40(2) is an absolute exemption and therefore not subject to the public interest test.    

However, under the duty to provide information and assistance in accordance with section 16 of FOIA, we can provide the following information which may assist you in this matter.

Internal review

Your enquiry has been processed according to the Freedom of Information Act (FOIA) 2000. If you are unhappy with our response, you may request an internal review with our Internal Review Officer by contacting them, within two months of receipt of our final response to your Freedom of Information (FOI) request, as follows:

The Internal Review Officer will not have been involved in the original decision.
